Fix cbupgrade for single node IPv6 clusters

      Description

      If cluster is a single node cluster ("ip" or "ip_start" files not written), then the cbupgrade script defaults to using 127.0.0.1 address. This is broken for single node IPv6 clusters and this needs to be fixed now as the IPv4/IPv6 configuration is stored in a separate file and not the static_config file.

          Pv4/IPv6 configuration is stored in a separate file and not the static_config file.

          What file is it store in, so I can update the script.

          Per review in the Cheshire Cat Ops meeting and per email updates, all remaining majors/minors/trivials are being moved out of Cheshire Cat on March 10. The purpose is to allow teams to focus on Critical bugs for the remainder of the release. Teams can "pull back" deferred bugs as schedule and bandwidth allow.

          Changing target fix version to CheshireCat.next and adding "deferred-from-Cheshire-Cat" label.
