Support TLS 1.3 in ns_server & view-engine

    Description

      TLS 1.3 is slowly picking up adoption, and there are requests to support TLS 1.3 in Couchbase. 

      This ticket tracks support for TLS 1.3 in the Erlang components: ns_server and view-engine. This will require upgrade to Erlang 22, which as of April 2019 is not yet release. Erlang components in Couchbase Server currently run on Erlang 20 and the upgrade is not trivial.
