Support for Plasma to run in-memory only

    Description

      As part of some upcoming updates to Plasma to support native reductions, it was identified that it needs the ability to run in-memory only in conjunction with ephemeral buckets to support in-memory database use cases.  This will also assist in the convergence of MOI and Plasma.
