[6.0.2][2i] Primary index that was dropped still shows up in the stats and UI but cannot be redropped

Repro:
1 node kv:n1ql:index
1. load travel-sample (wait for docs and indexes to be loaded/created)
2. rebalance in 1 more index node
3. drop def_primary index (i did this through the UI, it takes quite a while and eventually gives the error def_primary not found)
4. check index stats- it is still in the index stats

Not only is it still in the stats, it is showing that all items are indexes

5. attempt to drop ANY index in the system- see the error def_primary not found

Basically I am dropping an index after a rebalance and the index is not really dropped, but the system thinks it is(it is still in the index stats and it still shows up on the UI). Or that is how it appears to me, you cannot drop it again after the first time, and the first attempted drop eventually errors that the index is not found. Logs will be attached
