[BP MB-34055] - Error at destination during move index can lead to hang

Steps to reproduce:

1. Create a cluster with atleast 2 index service nodes node1, node2.
2. Create/Build index idx1 on node1.
3. Create/Build index idx2 on node2.
4. While idx2 build is in progress, move index idx1 to node2.
5. after this step, no subsequent rebalance, move index can be run as Step4 causes a hang in rebalance service manager.
