DM::getHighCompletedSeqno returns 0 after Warmup

    Description

      At Warmup, while we read the HCS from disk (from the local document) into the cached vbstate, we don't update the value into the DurabilityMonitor.
      Given that the DM::getHighCompletedSeqno function is used for stats, there could be a time window where a stats-call returns HCS=0 while the actual value is different.

      Note that immediately after Warmup the HCS in DurabilityMonitor is not used for anything other than stats. As soon as Prepare are added and completed, the the HCS will start updating correctly.
