Jepsen ignores observe-based "durability" parameters

    Description

      Since moving to SDK 3.0 in commit 2ccd24e, observe-based durability options are silently ignored. We should restore these to a working state so that we can use Jepsen to demonstrate the improvements the new synchronous replication based durability options provide over the these old observe-based options.
