Stats don't work for pending-add nodes

    Description

      Install ms 1.6.5.3r-13 on node 52, 53 and 55.
      Load 2M keys with 2k/key to node 55.
      Run memcachetest on node 55
      Add node 52 and 53 to node 55.
      Rebalance.
      Disconnect internet connection on node 53.
      Fail over node 53
      Rebalance.
      Add node 53 back to cluster of node 55 and 52.
      Check UI on node 53, see no information on monitor page

      UI on node 55 and 52 work normally.
      Click rebalance, UI on node 53 works again.
