cbcollect_info doesn't dump server guts if ipv6 term is removed from static_config

    Description

      In the dump-guts script, we check for whether the server is IPv4 or IPv6 using the static_config - http://src.couchbase.org/source/xref/6.0.0/ns_server/scripts/dump-guts#610.

      If this term has been removed from static_config (for example the user might be overriding certain settings using static_config) then cbcollect_info will fail to dump guts, making the collected logs unusable.
