Returning cacert seems unnecessary when server_cert_validation=false

    Description

      Added a custom cert to LDAPSettings config, then switched encryption to None.  

      However, when I request settings I still get the cacert, even though it is not being used.  I guess it's fine that couchbase still knows about it, but doesn't seems like the API needs to return this extra info if encryption is disabled.
