[SR] Ephemeral - Replica should not accept PersistToMajority or MajorityAndPersistOnMaster prepares

Ephemeral bucket rejects PersistToMajority and MajorityAndPersistOnMaster prepares.
With tests added for MB-36650 we spotted that we have the check at Active but not at Replica. Obviously, the check at Active ensures that Replica will never receive PersistTo prepares, but it would be good to enforce it at Replica too.
