    Description

      Wanted to add cluster level tests for https://issues.couchbase.com/browse/MB-37161 when we upgrade. The cluster test suite is a bit too restrictive to do that easily though and a needs to modification to allow DCP without supporting SyncReplication. Update the test suite to allow us to create DCP connections without SyncReplication support and write the upgrade tests desired in MB-37161.
