[CX] Consider ways to recover from bad jvmargs

    Description

      Options would be

      • binding the service port in CBAS during parts of the lifecycle where the driver isn't running
      • validating the jvmargs by running the JVM and reverting to previous jvmargs in case of failure

      Right now manual meta-kv modifications are needed to fix this.
