RemoteClusterSvc to quickly handle ReplicationSpecSvc requests

With handling collections, remote cluster service will be responsible for retrieving the manifests from the target clusters. Because of this, it will now need to be hooked with replication spec service. 

This MB is to make sure that any potential slowdowns or locks on the remote cluster service will not adversely affect replication spec service operations.
