drop in xdcr rate (~20%) in initial + rebalance test case

      Neil ,

      I am seeing ~20% degradation in initial+rebalance case since 7.0.0-1210 build (could be earlier ).

      I see longer rebalance time and higher disk commit time(avg) in 7.0.0-1210 build . can you take a look ?
