Upload and remove Rift indexes as a stage in the plan

After completing a cloud backup we currently upload the Rift meta files in the 'cmd' package, however, we would like to be able to resume this operation. We also leave the Rift meta stores in the staging directory on disk, these don't strictly need to be kept there since they are now stored in the cloud.
