diag/eval posts requests should be logged in less frequently rolled log

Currently handle_diag_eval logs the "snippet" to the debug.log. Unfortunately that log can get rolled fairly quickly and the snippet gets lost. We can tell from the http_access.log that diag/eval was used but can't tell what it was used for.

One possibility is to log it to the error.log.
