Eventing: Backup/Restore endpoint need to support collection

      Problem
      For backup and restore to support collections the Eventing backup (GET /api/v1/export) and restore(POST /api/v1/import) endpoints have to be collection aware. There is a further requirement to support remapping of collections/scope/buckets for Eventing.

      It would be good if the REST API for remapping is the same across services.
