cb-non-package-installer: Change version checks

cb-non-package-installer should only work with the following versions:

• It should not allow upgrading versions older than 4.5.0 (in 4.5.0 there was a couchstore change)
• cb-non-package-installer should have a version and it should check it's version against the Couchbase Server version being installed/upgrades. It can only install and upgrade to Couchbase-Server that is less than or equal to it major/minor version. For example cb-non-package-installer 6.5.0 can install 6.5.0 and 6.5.2 but not 7.0.0.
• cbupgrade in CC should have a new option for non-root-install that does not assume it's being executed by rpm/dpkg this will make cb-non-package-installer future proof
