    Description

      Remote Cluster Agent has the mechanism to share a single refresh result to multiple requesters. The list of requesters channel wasn't being cleaned up properly, which will lead to hang.

      And because pipeline starts requires a Refresh(), this hang will lead to pipeline start hanging too.
