RBAC users survive server reinstall

    Description

      After setting up a cluster of nodes inside EC2 (installed via uploading the 6.5.0 release EE rpm file and running sudo yum install <filename>) and setting up a couple of RBAC users and a data bucket and doing a bunch of other stuff over the period of a day or two [that I hope is not related], I uninstalled server from all the nodes via sudo yum erase couchbase-server.x86_64 and then reinstalled it on one node the same way, and then initialized that node with the CLI:

      couchbase-cli cluster-init -c <host> --cluster-username <user> --cluster-password <pass> --services data,index,query --cluster-ramsize 4096 --cluster-index-ramsize 1024 --cluster-name device-farm

      I then logged in via the web UI to find that the RBAC users still existed despite the reinstallation.  The data bucket was gone though, as expected.  I ran a log collect and attached the cbcollect_info result to the ticket.
