change in resident ratio limit from 6.5.0 to 6.5.1/7.0.0 builds

In the rebalance-in + views test, there is difference in the starting point of 6.5.0/6.5.1/7.0.0-1722 .

Before the start of rebalance, the active and replica resident ratios are off, this results in varied affect on ops and cache miss rate.

From the test config, it looks like we aim to achieve ~100% resident ratio before rebalance begins. However, 6.5.1 and 7.0.0-1722 test are run with 83% active resident ratio from the start of rebalance.
