server shows as "server down" in cluster overview during bucket creation ( when it takes more than 10 sec)

in normal scenario bucket creation takes less than a second so user will not even run into this issue
this happens after deleting a bucket with million items and upon creating the bucket again the cluster overview shows the server as down but in the server nodes the server is shown as pending ( because memcached is in pending mode)
