cbbackupmgr should stop users restoring incomplete backups

    Description

      Currently users are not stopped/warned when they attempt to restore a partial backup. We shouldn't allow this to happen (we stop users from merging a partial backup).

       

      This is also a requirement for performing a read only restore from AWS S3 since we won't be locking the remote archive, we should detect a partial backup and warn users about it.
