Description
For TXNJ-125, KVEngine is allowing the creation of documents in Deleted state that contain User-Xattrs.
As described in the DesignDoc for (https://docs.google.com/document/d/16y1X_twaG5lmHI3bYPwzNGICtK5DPM9rdRtR8fXpVQA), one of the required changes in KV is to ensure that the User-Xattrs are correctly replicated via DCP_DELETE and DCP_PREPARE. All the KV work is tracked in MB-37374.
Ns_server is expected to handle the cluster-compatibility / cluster-upgrade issue by using the new DCP_OPEN IncludeDeletedUserXattrs flag at Producer.
