Cloud restore will report as successful when using the wrong storage type

    Description

      Steps to reproduce?
      1) Configure a local archive
      2) Perform a local backup with the '--storage sqlite' flag
      3) Sync the archive to the cloud using the 'aws-cli'.
      4) Perform a cloud based restore
      5) The restore will report that it was successful reporting that it restored zero items.

      What should we expect?
      The restore should fail because we are trying to restore a backup with the wrong storage type.

      How should this be fixed?
      Once we have read the storage metadata, we know the storage type. At this point we already know whether we are doing a cloud based restore. If we detect that we are doing a cloud based restore which isn't using the 'Rift' then we should return an error.
