Iterate key index instead of seq index when warming up prepares

When we warm up prepares we currently iterate the seqno index of the stores. We should be able to speed this up a bit by iterating the key index instead of the seqno index as all of the prepares will be adjacent in the key index (we prefix the prepare namespace before anything else).
