Remote Link reconnection does not timeout when the remote user used in link creation is deleted.

CB server version - 6.6.0-7810

Steps to reproduce:

1. Create a remote user who is admin, and use this remote user while creating link on the local cluster.
2. Now after creating link, Create dataset using the link in step 1 on travel-sample bucket on remote cluster.
3. after the ingestion is complete, delete the remote user created in step 1
4. start pumping new data in the bucket in remote cluster.
 
observation-
Even after 15 mins the local server is trying to connect the link to remote cluster.
