rebalancing 1-2 ndoes with no item fails with "memcached_error,not_my_vbucket"

steps to repro:
install 2.0.0r-72 build on ubuntu 64-bt
add a node
rebalance an empty cluster ( one bucket , item count = 0 )
Rebalance exited with reason {mover_failed,{badmatch,true}}
