Internal error raised when trying to create dataset on remote cluster when network is down

Steps to reproduce:
1) Create 2 cluster, a local analytics cluster and a remote KV cluster.
2) Load sample bucket on remote cluster.
3) Create link to remote cluster on local cluster.
4) Bring the network down on remote cluster.
5) Create dataset using link created in step 3.
6) Error is observed.
