I tested the command mbdbmaint.exe on default bucket and it works as expected except a warning message as I mention in bug MB-4041.
I think the user forgot to use double back slash when executing the command in windows.
        Ex: c:\Program Files>"c:
        Program Files\\Membase\\Server\\bin
        mbdbmaint.exe" --vacuum --backupto="c:\\backup
        tmp" --port=11210
        OR
        c:\Program Files>".\Membase\\Server\\bin
        mbdbmaint.exe" --vacuum --backupto="c:\\backup
        tmp" --port=11210
