[Backport MB-38025 to 6.0.5] Index planner should consider delete tokens for duplicate index check

    Description

      Index planner considers create tokens for checking duplicate index as well as for better index distribution. But it does not consider deleted tokens. So, this can lead to false "duplicate index" errors.
