Implement batching for defer_build = false indexes during build phase of background creation

    Description

      Given the the user has provided defer_build = false, the build can happen synchronously during background index creation. But as in improvement, builds for multiple indexes can be batches together. This type of batching can reduce overall load on the system and the system will converge quickly.
