one of the nodes comes up with 0 items after cluster-restore

steps to reproduce :

1- setup cluster of two nodes : 10.1.6.104,10.1.6.105
2- create a default bucket
3- add 200k+ items
3- setup a new cluster : 10.1.6.106 and 10.1.6.107
4- create a default bucket on the new cluster
5- shut down all nodes in cluster#1 and cluster#2
6- copy all data files from 10.1.6.104->10.1.6.106 and 10.1.6.105->10.1.6.107

7- start the second cluster

first node has 100k items but the second node has 0 active and 0 replica items
