ubuntu upgrade from 1.7.0 to 1.7.1 fails with missing 1.7.0 config

    Description

      1) install 1.7.0
      2) create a bucket and load some keys into it
      3) attempt to upgrade to 1.7.1r-57
      At this point the upgrade shows some errors. 1.7.1r-57 does get installed, however the previous config data from 1.7.0 wasn't transferred over
