roles updated with recreation of scope and collection with same name

1. Create bucket, scope and collection
2. Create a user and assign data_writer - [bucket:scope:collection]
3. Now delete the scope and collection from step 1
4. Check the role for user in 2, user does not any role assignment.
5. Now recreate scope and collection with same name as in 1
6. check for role for user in 2

expected result:
Roles for user should not be automatically updated after scope and collection are recreated with same name.

Actual Result:
User roles are updated with scope and collection that were recreated with same name.
