Metadata bucket selection should allow only persistent bucket types

    Description

      Eventing metadata bucket needs to be reliable and so we should limit that the bucket chosen for holding eventing metadata to only persistent type buckets (couchbase and in future, magma) and not one of the non-persistent type buckets (memcached, ephemeral).
