Decrease replica count to ensure uniform load in cluster

On decrease replica count operation, choose a replica to drop which ensures overall uniform load distribution in the cluster.

This can lead to holes in replica IDs.

Ensure that such holes don't lead to any inconsistency due to further DDL or rebalance operation.
