Collections OSO support

    Description

      OSO mode is triggered when backfilling a single collection from seqno 0. It will require special handling on XDCR to support it.

      Some ways to trigger OSO:
      1. Edit explicit mapping to add a new source -> target mapping after a replication has gone on for a while.
      2. Create implicit replication, and purposely do not create a single matching target collection. Then, after ongoing is stable, create a single missing target collection to trigger backfill.
