Link creation dialog should not include certificate when setting up "half" encryption

      Description

      Creating remote link with encryption set to half with remote cluster root certificate field set succeeds when it should not. Either the root cert field should be disabled when encryption is set to half or there should be a check so that if root cert is passed, it raises a warning.
