[Backup Serivce] Finished tasks left in running if cannot right to task history file

In the case where a task fails or finish but we canot access the shared directory loaction or writing to the history file fails, the task is left hanging in running until orphan task detection comes along at which point it will remove it even if it cannot send it to the history.
