Ensure that we're setting up and using the retry behavior exposed via the Azure SDK

As we know, internet connections can be flakey and requests to Azure may fail in a retyable manor. From looking at the Azure SDK I can see that they expose default retryer implementations and the defaults look sensible, however, we should ensure they are correct for the type of behavior we're expecting to implement.
