[Backup Service] Internal endpoint to manually trigger orphan detection.

An internal endpoint to manually trigger orphan detection 

Description:

Currently, the only way to trigger orphan detection is to wait until an hour has passed as the internal logic uses a timer which means that it's not possible to change the time to trigger orphan detection.

What I would like to test:

This endpoint will allow me to test if killing a task followed by running orphan will result in the task showing in the task history.
