Conflicting configuration changes to field when upgrade from 1.6.5.4 to 1.7.1.1r-8 on windows 2008

Install membase server 1.6.5.4 on 3 nodes 161, 162, 163
Create a cluster of 3 nodes
Create second bucket called test
Load data to buckets
Shutdown all nodes
Upgrade node 163 then shutdown node 163
Upgrade node 162 then shutdown node 162
Upgrade node 161 then start node 163.
Check log page and see "Conflicting configuration changes to field" error
Then start node 162, see more "Conflicting configuration changes to field" error
Check bucket page, node items loaded
Check server page, node 163 in pending state and cluster in unstable state.
In this case, to get cluster back to stable, we need to shutdown node 163 and go to node 161 to failover node 163. Then and rebalance.
The cluster is back to stable state with all keys loaded.
