Extract archive/repo population logic into client utility functions

The staging directory population logic isn't massively complex, however, it's complex enough to warrant wanting to avoid duplicating it; this would likely be very error prone and would require unit testing for each client type. The core logic can be easily decoupled from the IO logic, therefore, that's exactly what we should do.
