[Couchstore] Seeing "Hard OOM" error while loading bucket into DGM

    Description

      Build:  7.0.0 build 3506

      Scenario:

      • 3 node KV cluster
      • Couchbase bucket with replica=2
      • Load bucket into DGM

      Observation:

      After bucket reaches DGM ~75%, seeing OOM of memory errors in the logs and doc_ops drops to ~0

      Testrunner testcase:

      epengine.basic_ops.basic_ops
      		 
        test_MB_32114,nodes_init=3,replicas=2,skip_cleanup=True,bucket_size=100,items=600000,active_resident_threshold=5

      Last working build: 7.0.0-3456-enterprise
