XDCR Remote Cluster name check

Changes to MB-39405 may be too restrictive. This MB will expand the allowable remote cluster names to be in the following formats:

1. Regular alpha-numeric based (similar to collection names, per MB-39405)
2. IPv4 based (123.12.12.123)
3. IPv6 based
4. FQDN based

Anything else should be prevented, as to prevent weird situations like what originally caused MB-39405
