[CX] remote link active state does not seem to be persisted

    Description

      The active state for remote links does not seem to be persisted, this results in the loss of connected state if the last dataset on a bucket is dropped, and subsequently re-added.

      Workaround: manually issue a connect link after restoring the dataset
