[CX] Consume collections manifest from REST api

    Description

      To workaround MB-42426 we are consuming collections manifest from KV engine- this is far less efficient as we stand up and tear down our full DCP client to do so. Once MB-42426 is addressed, analytics should consume the collections manifest from the ns_server REST api.
