Statically set the minimum TLS version to 1.2 on port 21150

    Description

      Currently port 21150 doesn't adhere to the cluster MinTLS setting, allowing older TLS protocols to be used.  

      Security standards such as PCI require that network traffic uses TLS 1.1 or later only.
